The Governor, who will campaign for John McCain next week, joined supporters of Proposition 11 in Palo Alto on Thursday.
The initiative would take away legislators' power to draw their own district lines.
Schwarzenegger says Proposition 11 would reform a broken system, so Sacramento will address issues like the budget and healthcare.
"They've locked in the district lines in such a way, the republicans are locked into their districts, that democrats are logged into their districts, there's no competition, so therefore no urgency to solve those problems," said Governor Schwarzenegger (R) California.
Those against Proposition 11 call it a nonsensical scheme that undermines democracy. They claim it gives the final say to a commission that's not elected by the public, allowing political insiders to carve up the state to serve their own interests.
