Ouyang was walking across Fremont Boulevard at Irvington Avenue when he was hit by a GMC Yukon at about 2:55 p.m., according to police. He was taken to Washington Hospital, where he was pronounced dead.
The 42-year-old female driver and her passengers were not injured in the crash, according to police.
Police are continuing to investigate the cause of the crash, but drugs and alcohol do not appear to be factors.
