Witnesses say he was shot as he drove down Vintage Parkway around 10:30 Sunday morning.
Neighbors in the quiet suburban neighborhood are extremely upset about the violence.
"He's like my little brother," said Heather Matthews. "I've known him for 7 years. He was the first person to say hi to me since I moved here. We've been close since I moved here and it's just hard to see that happen. He does not deserve it."
Police are not saying what may have motivated the attack. No arrests have been made.
The boy is expected to survive.
