Rep. Miller takes at stab at ending school torture

OAKLAND, CA

Miller says that according to congressional investigators, hundreds of kids, especially students with disabilities, are routinely physically abused by teachers and staff -- some youngsters have even died.

"the General Accountability Office uncovered cases of staff tying children to chairs, taping their mouths shut, using handcuffs, denying them food, fracturing bones, locking them in small, dark places and sitting on them until they turn blue," said Rep. Miller.

Miller's bill would establish minimum federal guidelines similar to protection already in place in hospitals. It would also require schools to notify parents if a youngster has been physically disciplined or restrained.
