Thomas and Friends wooden railway toys were originally recalled in June 2007 by the Consumer Product Safety Commission.
The RC2 Corporation of Illinois agreed to pay the fine, but denies it intentionally violated federal law.
The recall in 2007 set off a national debate over lead in toys, and last year Congress tightened toy safety standards.
