Witnesses tell police Jennifer Bautista was arguing with Lettie Martinez, before Martinez was found lying on a San Jose street two weeks ago.
Investigators say she was run over by a car Bautista was driving.
The San Jose Mercury News reports Bautista filed a restraining order against Martinez a year ago.
