Miller sponsors legislation banning abuse in schools

East Bay Congressman George Miller, D-Martinez, is sponsoring legislation that will end what he calls "abuse and torture" in the nation's public schools.

On Thursday, the House Education and Labor Committee approved Miller's bill banning the misuse of restraints and seclusion to punish kids.

That follows a scathing government report exposing the rampant abuse of those punishments.
