A city resident and transit activist filed for the hearing claiming the reductions violate provisions of the state's Environmental Quality Act guidelines.
The San Francisco Municipal Transportation Agency, which manages Muni, recently approved a 10 percent service reduction as a cost-saving measure.
Those reductions are set to take effect May 1.
