The report also says going through the Altamont Pass would cause less environmental damage than going through the Peninsula and the Pacheco Pass.
The report was prepared by French company, Setec Ferroviaire, which is not involved in contracts with the state.
The High Speed Rail Authority will study the report in June or July.
