The crash was reported at 9:35 a.m. on southbound I-680 just north of Andrade Road.
Creel said a pickup traveling south in the fast lane veered into a second pickup, causing both to go out of control and overturn. One came to rest in the fast lane, the other in the right lane.
The driver of the second pickup was ejected in the crash and died at the scene, Creel said.
The man behind the wheel of the pickup that allegedly caused the crash was identified as 53-year-old Timothy Bartlet, of Livermore, Creel said.
Bartlet was arrested on suspicion of felony driving under the influence, Creel said. He was taken to a hospital and will be transported to the Santa Rita Jail once he is medically cleared.
As of 11:30 a.m. two lanes remained closed at the crash site.
