CPUC holds hearing on new shutoff policy

California's Public Utilities Commission is holding a hearing on a new policy that could make it easier for people to keep their lights and heat on when they can't afford to pay their utility bills.

The proposal could be voted on today. It prohibits utilities from demanding additional deposits from qualified low-income customers. It also requires companies like PG &E to inform customers that they have the right to arrange a payment plan spread out over at least three months.
