San Rafael cracks down on massage parlors

SAN RAFAEL, Calif.

Monday, the City Council will hold a hearing to consider requiring state certification for therapists, meaning many more hours of training.

The proposed ordinance also requires that masseuses wear opaque clothing and makes it easier to shut down questionable businesses without having to prove that anything criminal was going on.

But critics say by exempting sole proprietors or home businesses there will still be loopholes.
