A 47-year-old woman from Los Altos died after a big-rig struck her along Alpine Road near I-280 on Nov. 4.
The CHP hasn't determined if the truck's driver, Gabriel Vera, or bicyclist was at fault. Vera drove the same truck when it hit and killed a man on a bicycle in Santa Cruz in 2007.
Police determined the cyclist was at fault in that tragedy.
