Misunderstanding delays homeless shelter opening

SAN JOSE, Calif.

The shelters weren't scheduled to open until next week. Under county policy, an emergency isn't usually declared until four consecutive days of temperatures in the 20s.

Shelters asked authorities to declare a cold weather emergency that would open the counties armory shelters early when temperatures dipped below freezing this past Monday.

But it took until Wednesday for authorities to declare a cold weather emergency.
