The shooting was reported at about 9:30 a.m. in the 1700 block of Ninth Street, Officer Rob Messier said.
The victim was taken to a hospital by private vehicle and is in stable condition, Messier said.
Police have not yet located any witnesses to the shooting and no suspects are in custody.
