Ross Valley Sanitary District has accused a contractor JMB construction -- of severe negligence in the case. The district says JMB put construction debris in pipes. The district also thinks a Fairfax resident may have vandalized the sewer pipes.
The contractor says the sanitary district had disabled a pumping station and that could be to blame for the spill. Bay Area water quality officials are investigating.
