Hawaiian surfer Sion Milosky died March 16 after wiping out on a monstrous wave at Mavericks off Half Moon Bay. His body was found by another surfer who commandeered a photographer's jet ski. It was not supposed to be in the water because controversial federal rules to protect the marine habitat only allow jet skis during certain times.
Some surfers argue regular jet ski patrols can save lives.
