Calif. teachers win key piece of legislation

California teachers won a key piece of legislation late Tuesday evening. Assembly Bill 114 essentially blocks school districts from laying off teachers in the upcoming fiscal year.

Districts must also assume the same funding this year as last, requiring them to maintain staffing and program levels. That protects teachers from a $1.75 billion trigger cut that could hit K-12 districts if revenue projections fall short.

School officials say the measure will make it difficult to manage their finances and negotiate with teachers.
