The National Transportation Safety Board's final report says Doug Bourn took off in dense fog in February of last year, against the warnings of the control tower at Palo Alto airport. The small plane crashed into a transmission tower, killing Bourn and two colleagues from the electric car maker.
The report concludes the plane's propellers and engines were working before the crash.
