Video from the November 18 protest shows a UC Davis police officer pepper spraying Occupy protesters that were already detained.
At a hearing Friday in Oakland, the police officers union was able to temporarily suppress parts of the report that include some officer's names and testimony.
The judge will rule on those sections in two weeks.
