Officers attempted to stop a vehicle after it failed to stop at a stop sign and a short pursuit ensued around 1:55 a.m., CHP Officer Peter Van Eckhardt said.
The vehicle hit a palm tree at the intersection of Maritime and Seventh streets and came to a stop, Van Eckhardt said.
One victim was pronounced dead at the scene of the accident and another victim was transported to the hospital with injuries, Van Eckhardt said.
Commuters are still able to access the nearby northbound Interstate Highway 880 on-ramp at Seventh Street, according to the CHP.
