Bill to give Kansas caregivers more spanking power

A bill proposed by state lawmakers in Kansas would give many adults more power to spank children.

The bill would allow the parents, or anyone with their permission, to spank hard enough to leave redness or bruising. The state's current law allows spanking without leaving marks.

Supporters say caregivers need to be able to discipline without fear. Child abuse experts say the proposal is antiquated and that spanking tends to lead to more aggressive behavior.
