Last summer, East Bay MUD called on its customers to reduce consumption by 15 percent.
The utility also banned watering of sidewalks, driveways and automobiles without shutoff nozzles on hoses.
San Francisco and Santa Clara Valley Water District customers are under a voluntary cut back of 10 percent.
However, Santa Clara officials will consider putting tighter restrictions in place at its meeting next week.
