New rules for truckers go into effect

Big rig drivers describe a chaotic scene at the Port of Oakland Tuesday. They say hundreds of truckers were turned away for not following new air quality rules.

Starting Tuesday, the truckers either had to have diesel filters installed on their rigs -- or proof they have filed to get an extension.

The port says over 90 percent of the trucks were able to get through Tuesday and are downplaying the impact of those new rules.
