IKEA had gotten approval from the planning commission in August to set up 60,000 square feet of warehouse space near its retail store.
It would have been used for customers to pick up larger items purchased from the store.
But, the council agreed with residents, who complained that IKEA's plan would bring excessive noise, traffic and pollution to their neighborhood.
