Raymond Zack drowned last Memorial Day weekend. His death outraged the community after first responders stood by and did nothing to help him.
The Alameda Fire Department said they didn't rescue him because they weren't certified in shore-based water rescue.
Officials say funding stopped the training program in 2009. That program has since been reinstated.
