24-year-old Raheem Muhammed of Oakland was arrested by Muni agents shortly after the crime on October 20.
Police are still looking for a man spotted in surveillance photo wearing a tweed sports coat. Officers say he pepper-sprayed a hearing-impaired student before Muhammed tried to run off with the victim's backpack.
