The National Safety Council wants California lawmakers to repeal the measure when they return to the Capitol next month. The law takes effect Jan. 1.
The council did not formally oppose the bill when it was introduced -- leaders claim they were unaware of the hands-free texting option.
California banned texting while driving in 2009, one of the first states to do so.
